November 30, 2009
MINUTES
I. CALL TO ORDER:
The meeting was called to order by the Chairman, Mr. Albert, at 2:02 P.M.
II. ROLL CALL:
PRESENT: Perry Albert, Chairman

III. ANNOUNCEMENT OF EXECUTIVE SESSION:
Mr. Albert advised that an Executive Session was held prior to the meeting of November 16th to discuss police personnel matters. An Executive Session was held after the meeting of November 16th to discuss non-uniform personnel matters.
IV. RECOGNITION OF PUBLIC:
There was no public present.
V. AGENDA ITEMS:
1. Review of 2010 Proposed Budget:
Mr. Smith reviewed the proposed budget and discussed the following:
GENERAL FUND
· Building permit fees
· Anticipated 2010 revenue – Real Estate Transfer, Earned Income down
· Elimination of majority of part-time positions
· No Assistant Manager to be hired
· Post-retirement Medical – Trust indenture to be signed 12/28/09
· Admin, Sewer and Refuse Medical Insurance will be moved to Benecon/Blue Cross; Police Department will have to approve the change.
· No estimate of fuel costs at this time
· Police Department Capital Expenditures – 2 vehicles with upgrades
Mr. Brown asked about joint bidding for vehicles. Mr. Smith advised that vehicles, including police vehicles are purchased using State contracts – DGS or Co-Stars.
Mr. Pirritano asked about the vehicles that are being replaced. Chief Dugan advised that these vehicles have over 100,000 miles and are offered to the Fire Dept. or EMS, or sold at auction. There was a discussion on makes and models of available vehicles.
· No Capital Expenditures in any other departments
· Contributions to Red Land Senior Center, Northeastern Senior Center, Library
· Payroll: Non-uniform, 4% base increase with a 2% offset for medical; Police, 4% with no offset for medical.
· Recreation: Elimination of part-time employees with impact the parks
· No fireworks display
· May lose one employee in the sewer and highway departments
· Electricity has been bid

· Mr. Albert asked Lt. Hockenberry the cost of repainting the new vehicles. Lt. Hockenberry advised that the cost was approximately $1,600 per vehicle. Mr. Albert asked if this could be eliminated. The Lieutenant and the Chief agreed that this cost could be eliminated. Chief Dugan also advised that he will not ask for a replacement for the officer who recently resigned if full-time staff is being let go.
SEWER FUND
· South Plant Expansion: Developers are considering paying for plant expansion; GE quoted parts for membrane system at $1.3 – 1.8 million. The engineer advises that it will cost 3-4 time that amount to install. In addition, replacement of the membranes is extremely costly.
· Stearns & Wheler advises that we should know permit limits for the South Plant in approximately 2-3 weeks. This may require a UV system to be installed.
REFUSE FUND
· This fund is balanced
LIQUID FUELS
· Three highway projects will be funded from Liquid Fuels; the balance of road work will be funded from the cable franchise fee account.
2. Medical Insurance Plan:
Mr. Mickle made a motion, seconded by Mr. Pirritano authorizing the preparation and advertisement of an ordinance for the change in the Medical Insurance Plan.
Vote on the motion: All yes. The motion carried.
3. Post-Retirement Medical Trust:
Mr. Mickle made a motion, seconded by Mr. Brown authorizing the preparation and advertisement of an ordinance for a Post-Retirement Medical Trust for Non-Uniform and Police staff.
Vote on the motion: All yes. The motion carried.
VII. ADJOURNMENT:
Mr. Mickle made a motion, seconded by Mr. Pirritano to adjourn the meeting.
Vote on the motion: All yes. The meeting was adjourned at 3:40 p.m.
