JOINT MEETING
FAIRVIEW TOWNSHIP AUTHORITY AND BOARD OF SUPERVISORS
November 13, 2007
I. CALL TO ORDER:
The meeting was called to order by Mr. Stanley, Authority Chairman, at 7:00 p.m.
II. ROLL CALL:

III. APPROVAL OF MINUTES, AUTHORITY MEETING OF 10/16/2007:
Mr. Mickle made a motion for the Authority, seconded by Mr. Maxwell to approve the Minutes of the October 16, 2007 Authority meeting.
Vote on the motion: All yes. The motion carried.
IV. RECOGNITION OF PUBLIC:
There was no public comment.
V. DEP MEETING, 11/13/07:
Mr. Stanley discussed the meeting he attended at DEP this date pertaining to the Chesapeake Bay requirements for nutrient reduction.
South Plant: He advised that DEP may impose more regulations on the discharge stream for the South Plant. It may be designated as a Nutrient Impaired or an Effluent Dominated Stream. It is expected that draft permits will begin to be issued in June, 2008, with compliance by 2012; Mr. Stanley said that it would probably be the end of 2008 before the Authority can do anything with the South Plant. At this point, expansion and agreements with the developers cannot proceed.
North Plant: The Act 537 Plan update is in progress; Mr. Strauch advised it should be completed in the first quarter of 2008. It is expected that permits will begin to be issued in 2008 with compliance by 2010.
VI. AGENDA ITEMS:
1. Request for Proposals – South Plant Upgrade:
No action was taken on this item, pending further regulations from DEP.

2. Revised Agreement, Stearns & Wheler – North Plant):
Mr. Maxwell made a motion for the Authority, seconded by Mr. Mickle, to approve the amended agreement, which includes supplemental design costs for the Disinfection System with options for UV System Design or Chlorination/Dechlorination Design, to be selected after receipt of Stearns & Wheler’s report and ratified at the next meeting.
Vote on the motion: All yes. The motion carried.
Mr. Mickle made a motion for the Board of Supervisors, seconded by Mr. Minito, concurring with the Authority’s motion.
Vote on the motion: All yes. The motion carried.
VII. REPORTS:
1. Secretary/Treasurer: Mrs. Nissel reported that the EDU count to date is 24 – 20 residential and 4 commercial. She also advised that the 2007 Audit of Township and Authority Funds began today.
2. Engineer: Mr. Strauch reviewed the Engineer=s Report (copy attached).
3. Solicitor: No report.
VIII. OLD BUSINESS:
1. Lighting Issue, Amazon Warehouse:
Mr. Mickle made a motion for the Board of Supervisors, seconded by Mr. Minito, that pursuant to several meetings over an extended period of time with Township staff, the developer, contractor, engineer and residents of Fox Run, which addressed the lighting at the Amazon warehouse adjacent to Fox Run, the developer applied to the Zoning Hearing Board for modifications; as a result additional buffering was added in lieu of lowering the lights at the warehouse and it is the Board’s position that the matter was dealt with and settled to everyone’s satisfaction at the time.
Vote on the motion: All yes. The motion carried.
IX. NEW BUSINESS:
1. December Meeting:
Members of the Authority and Board of Supervisors were reminded that the next meeting scheduled for December 18th is also a joint meeting of both Boards.
X. ADJOURNMENT:
Mr. Mickle made a motion, seconded by Mr. Maxwell to adjourn the meeting.
