You were previously notified of the impact of the Chesapeake Bay requirements on your sewer rate.

The Township had estimated an overall Chesapeake Bay cost of $6.2 million for compliance at our wastewater plants and the sewage treated at the Lower Allen plant. A rate increase of $22/quarter would be needed to pay for this upgrade cost. And unfortunately there are no state or federal dollars allocated for Chesapeake Bay upgrades.

The Township looked for a solution that would have the least impact on you, the ratepayer, and yet comply with the Chesapeake Bay requirements.

The only alternate approach to sewer plant construction is the purchase of nutrient credits. A nutrient credit equals one pound of nitrogen. Credits are purchased from farms that are permitted by DEP and have met their nutrient reduction requirements. These credits are certified by DEP.

In February the Township negotiated the purchase of nutrient credits to meet our permit requirements; the use of credits was approved by DEP. This credit purchase is 75% less than the cost to upgrade the plant, will be paid on an annual basis for the contract term, and will meet most of our Chesapeake Bay obligations.

What does this mean for you the ratepayer? This will reduce a plant upgrade cost of $22/quarter to a $9/quarter increase. While no one wants any increase in their rate, this is the least expensive option to a federal and state mandated requirement.

This new rate will be on your 2nd quarter bill and will be identified as Chesapeake Bay. This money will be applied to the nutrient credit purchase and any additional plant changes that DEP may require.
